The problem in the West, especially the US, is that we haven't fought an existential war since WWII. Try being experimental and innovative not just in a peacetime military but in a peacetime military that hasn't been in an existential fight over the span of several generations. You only need to look at organizations such as the NSA (encryption) and NGA (targeting) for impossible hurdles for new technology or innovative uses of existing technology. But there's more. Everything we do now has to go through an information assurance review with signature levels way up in the stratosphere virtually guaranteeing the process will take a lot longer than it should and be way more complicated than it needs to be.
