Summary of this Tutorial:

First method is by installing and activating the WP Image Borders plugin.

You can go to Settings, WP Image Borders to configure.

You can either add a border to all images like this or you can target specific css classes to have a border and that’s what this section lets you do.

Save changes, if your chose the CSS option you can add the CSS class to any image you want the border around.

You can also add borders using HTML and CSS.

You can add the HTML when you use the text editor to modify the image.

You can also add it to your child theme by updating the style sheet with your image specific css code like you see here.

The thing that tripped me up was in the WP Image Borders Settings, you place a PERIOD before your class (.image-border), but in the actual image settings on your post, you enter it without the period (image-border). Hope that helps someone else.
