Summary of this Tutorial:

Start by installing and activating the Remove Dashboard Access plugin.

This will add a new section under Settings called Dashboard Access.

In the options you can select which user roles get access to the dashboard.

You also have the choice to limit by capability and redirect users without the right privilege to a different URL.

There is an option to allow profile editing but this will disable the URL redirect.

If you wanted to edit what is visible for select roles you would need to check out our Adminimize guide.

One final way to protect your admin directory would be password protecting your admin directory using our guide.

Nice. To the point and easy to follow.
    Thanks

I am baffled. I have tried this add on and 2 others but no matter what settings I click, that toolbar at the top never shows up for anyone but the Admin.

Is it because users are logging in through Ultimate Member or instead of some wp_default of sorts?

To be fair, when using this specific add on, I just wanted to increase access to Contributors, since that isn't in the list of 3 options, I clicked Advanced Limit By Capability and chose edit_posts (since I only want people to log in and crease new posts but not publish them).
